Is there a separate hazard flasher in the 67 Cutlass, and if so, where is it located?

If it's the same as the later cars then yes, there is another flasher unit for the hazards. On both my 70 and 71 it was up behind the dash, I think to the right of the steering column. Sorry I can't be more specific but it's been over 20 years since I changed a hazard flasher.

In my 70 the hazard flasher is in the fuse box and the turn signal flasher is up under the dash. I think it's supposed to be attached to a clip on the column, but I'm not sure.

Doesn't sound like GM changed the mounting too much over the years. The G-body's are like that as well. Hazard flasher on the fuse box and the turn signals to the right of the steering column behind the dash.

Pre-68 there was less standardization than after, at least between makes at GM. There is no flasher in the fuse box. I found the turn signal flasher. I believe 67 was the first year for hazard flashers. My 66 Fairlane uses a separate flasher for hazards with the switch mounted inside the glove box.

OK, I guess I was wrong about which flasher was where.

svnt442 you are right that the flasher is attached to a clip on the column. Your post jogged my memory on that.
